Strategic planning process

How does USQ Approach Strategic Planning?

USQ's approach to planning is guided by the USQ Planning Policy and is designed to align the overall University Strategic Plan with its governance, the operational management, and its employees.  For this reason, USQ prepares two types of plans:

  • goal plans cover selected processes and authorities; and
  • sectional plans cover the enterprise, campuses and organisational sections.

There are then two formats for the above plans:

USQ's approach is to regularly update the five year plans and prepare new one year operational plans each year. The strategic planning process at USQ provides the organisational agenda and goals.  The agenda and goals provide each area of the University a framework in which to work and determine outcomes through section planning.  This process informs their respective annual Operational and Resource Management Plans (ORMP).

Who leads the planning process and what areas do they manage?

An Executive Portfolio Steward is nominated by the USQ Executive to achieve their respective organisational goals. Each Steward is responsible for coordinating and driving enterprise effort for their goal area and monitoring and reporting progress towards agreed targets.

Can I access the USQ Plans?

Each plan has special access rights.  Only USQ Staff with appropriate access can view the plans that relate to their area.  If you have the appropriate access rights then you will be able to read the applicable plan.  USQ Staff who do not have access, should see their supervisor.

How does the Planning and Quality Office manage the planning process?

The Planning and Quality Office's role is to monitor and assist USQ business units and portfolio areas with implementing the University's academic and management planning policy.  There is a planning policy with templates available to staff.  A planning schedule is available on USQIndex.

How does the planning cycle connect with the quality cycles?

The University uses the ADRI approach to its planning processes.  The components of ADRI@USQ are:

Are there planning templates which will assist me to plan?

Yes - USQ employees can access these templates in the USQ Planning Policy or by contacting the Planning and Quality Office on extension 1095.

Can you provide an example of a strategic and operational plan?

Yes - You should contact your sectional supervisor or the Planning and Quality Office.

What are Special Purpose Plans?

Special Purpose plans cover processes, sub-processes or parts thereof.
