Synopsis

This  unit  examines  the  structure,  role  and  functions  of  local
government  as  the  "third  tier" of government  in  Australia,  with
particular  emphasis being placed on local government  in  Queensland.
This  unit is designed to enable a student to develop an understanding
of   the   different  philosophies  and  responsibilities   of   local
government;  to compare the local government structure  in  Queensland
with  those in other states and countries such as the U.S.A.  and  the
U.K.;  to understand the powers and functions of local government;  to
gain  an  insight  into  rating  and local  government  finance,  town
planning  and  environmental powers; and to  explain  the  distinctive
features of local government in Queensland. Local government reform in
the 1990s is also an integral component of this unit.
