The 4-valve is the head, the 4-speed is the gearbox. They were built from 1924 to1928.
The previous model used the famous Rudge Multi gearing, which was a variable diameter pulley arrangement for the belt-drive.
You need to treat a project of this magnitude as little self-contained parts.
I first had all cycle parts blasted and primed to stop further decay.
I have since had the cycle parts powder coated.
I sent the magneto away for repair, because it's specialist knowledge.
I am currently working on the clutch and gearbox.
From these photos, notice the external brakes (Rudge's ancestry was in pushbikes). In fact, lots of stuff is "external" - the valve gear; the oil pump. Mine is slightly different from this one in that it has lights and footboards (and is also not restored).

In 1925/26 the exhaust ports were parallel, and in 1927/28 they were splayed.
Note that the pairs of valves are parallel.
In 1928 Rudge then built heads where the four valves were radially located in
the head. They used the fully radial arrangement until the demise of the company
at the start of WWII, although some models had a mix of parallel & radial.
