Role
Bernard Lillis commenced in his role as Chief Operating Officer and Registrar (COO) in April 2009. The Chief Operating Officer is responsible to the Vice-Chancellor for the management of the staff and resources within the University Services Division incorporating Human Resources, Financial Services,Facilities Management, Division of ICT Services, Sustainable Business Management and Improvement, and Legal Services. The COO role is one of three executive roles which make up the Vice-Chancellor's Executive, the University's senior management group, chaired by the Vice-Chancellor. Inter alia, the COO chairs the University's Budget Management Committee and is the senior executive charged with oversight of three of USQ's nine goals: Staff, Enterprise and Social Justice.
Background
Bernard comes to USQ with extensive experience in leading and managing a diverse range of infrastructure, administration and support functions in higher education in Australia and the UK. His previous role was Executive Director (Finance & Administration) and Chief Financial Officer at the University of Tasmania (UTAS). Previously, Bernard has held the posts of Pro-Vice-Chancellor (Corporate Commercial) at James Cook University (JCU) and Bursar at UMIST in the UK. Prior to joining the higher education sector in 1990, Bernard held a series of senior positions with a number of blue chip multinationals in the commercial sector.
Memberships
Bernard holds a first class honours degree in business and is a Fellow of the Chartered Institute of Management Accountants. He has been a member of the boards of a number of companies, both public and private, most notably UMIST Ventures Ltd, UTAS innovations Pty Ltd and TRAM Plc. Bernard has established a number of companies and trusts and has served as a member of the Board of the Townsville Hospital Foundation.
In the UK, Bernard was active with the British Universities Finance Directors Group, chairing the Superannuation Committee and contributing to the work of other sub-committees. He was a employer nominee on the Joint Negotiation Committee of USS Ltd (Unisuper's sister company) and has been a member of UniSuper's Joint Consultative Committee whilst at UTAS.
