Program aims

  • to provide equitable access to tertiary study for Aboriginal and Torres Strait Islander peoples. Successful completion of the IHEP program will lead to admission to specified undergraduate award programs of the University.

  • to assist Aboriginal and Torres Strait Islander people to adequately prepare themselves to successfully undertake undergraduate study.


A culturally relevant program that aims to strengthen Indigenous identity, the IHEP program will achieve AQF Certificate level 4/5 skills and prepare students for university entrance..

Program objectives

This program will prepare students for further study by:

  • developing skills-readiness for entry and completion of degree programs

  • building student numeracy, communication, literacy, oracy, computing, and time-management skills for academic study

  • maintaining a strong Aboriginal and/or Islander identity, grounding a pathway into the academy

  • developing group-work, communication, academic and analytical skills

  • applying Indigenous research methodologies to knowledge and learning in the academy.

Australian Qualifications Framework

The Australian Qualifications Framework (AQF) is a single national, comprehensive system of qualifications offered by higher education institutions (including universities), vocational education and training institutions and secondary schools. Each AQF qualification has a set of descriptors which define the type and complexity of knowledge, skills and application of knowledge and skills that a graduate who has been awarded that qualification has attained, and the typical volume of learning associated with that qualification type.

This program is at AQF Qualification Level 04. Graduates at this level will have theoretical and practical knowledge and skills for specialised and/or skilled work and/or further learning.

Admission requirements

To be eligible for admission, applicants must satisfy the following requirements:

Applicants must have reached an age of at least 18 years in the year of the proposed enrolment and verify as being of Aboriginal and/or Torres Strait Islander descent.

Applicants are required to complete a placement test and attend an interview.

All students are required to satisfy the applicable English language requirements.

If students do not meet the English language requirements they may apply to study a University-approved English language program. On successful completion of the English language program, students may be admitted to an award program.

Program fees

Fee exempt places

All domestic students are offered a fee-free place provided they meet the citizenship and residency requirements as follows:

  • Australian citizens

  • holders of a Permanent Humanitarian Visa (and resident in Australia)

  • New Zealand citizens (resident in Australia).

Program structure

This is a preparatory program consisting of six courses designed specifically for Aboriginal and Torres Strait Islander students to gain entrance to a range of USQ undergraduate degree programs.
Students will be guided into either a one-semester or two-semester strand based on entry assessment.


Students may undertake the program on a part-time basis. For students who are required to undertake preliminary courses, they must successfully complete those courses before undertaking the compulsory core courses.

A condition of entry to particular undergraduate programs may also require the successful completion of (an) additional course(s) available through USQ's Open Access College (OAC).

Recommended enrolment pattern for full-time students undertaking only the core courses

Students are able to enrol in any offered mode of a course (on-campus, external or online), regardless of the program mode of study they enrolled in.

The recommended enrolment pattern for an individual student is dependent on the performance on the placement achievement test and the award program to which the student is seeking entry.
